International boundaries

I simply visited the sight. I was searching for an individual and they brought up a page listing him, but when I saw they wanted me to join before viewing information, I left the site.
Lo and behold about 15 minutes later, I was checking my checking acount balance and they had presented two charges that I cannot afford. If they do not refund immediately, I will not have enough to buy groceries and fill my prescriptions this month.
They need to be shut down! What is our gov't protecting us against? Is no one watching?
