Complaint 139941 Details

I would like to make a formal complaint in regards to a dishonest supplier that I’ve been dealing with.
I’ve been dealing with a lady called Alice in regards to purchasing 1000 pieces of Sandisk 32gb micro sdhc cards "class 10".
As per initial invoice, we agreed that I would pay 30% deposit of $1200usd via Western Union and once the goods has been received that I would pay the balance of $2800usd providing the goods were genuine.
I paid my $1200usd as per our agreement and Alice came back to me informing me that they will not ship the goods until the full payment was received. She claimed there was a misunderstanding between her and her boss and they required full payment.
I then deposited the remainder $2800usd via Western Union. Before we paid the balance we drew up a contract to which the owner signed agreeing to our conditions that our money would be refunded if the goods were unsatisfactory.
I received the goods, however 925 of the pieces were empty packaging and the remainder had just an adaptor with no chip.
All of those goods are useless to me as I cannot sell them and I have been scammed.
