International boundaries

I understand that you should read the fine print on terms when you enter a website, but if you are a legitimate business, and you are going to charge someone $99.00 to their account, then you should state in an agreement term such as:
Your account will automatically be billed for a bidding fee of $99.00 for 175 bids, do you agree with this term....Which then you should be able to opt to either continue registering or not...
But to ask for your account number first, and then Scam you for the $99.00 is just not ethical.... Even when making credit card payments the Credit Card companies show you have much you are agreeing to come out of your account, and then letting you opt to either agree for that amount to come out of that account or not.
So I don't care how you want to call it or blame people for not being more careful, a Scam is still a Scam......
