I went on the official USPS.com web site, and performed an on-line change of address form. At the end, when I put in my credit card number to be charged $1.00 for verification purposes, I was charged 19.95! I never got an email confirmation, nor did the receipt for the charges have a company name. The transaction that showed up on my bank statement looks like this:
