Bought something from Red Envelope. Don't even remember what I did, but apparently I signed up for freeshipping's 1 month free membership and because I never cancelled it I was subsequently charged $12.97 for 18 months. SCAM.

I don't see how this is a scam. You are the one who didn't cancel. It would seem the issue would be with Red Envelope if they didn't make it clear what you are signing up for.
I made a purchase recently at Geeks.com I was offered a deal to be reimbursed the $10 shipping if I signed up. I read carefully and marked the 1 month free membership on google calendar. I cancelled with no issues and did in fact receive a check for $10 in the mail, just as they said.
IMO the problem seems to be the consumer not paying attention -
