This is one of those "if it's too good to be true, it probably is" type of complaints. My wife received a letter dated 07/11/13 franked by Royal Mail. The writer "Cai" purports to be a Business Relations Manager for China CITIC Bank in Hong Kong and is offering the share the assets of a deceased persons account with her, just because she shares the same surname. The amount the writer offers to share is $16.4 m.
