I ordered 3pcs of Samsung & 1pc of BKK Vivo Xplay : total 4pcs of mobile phones from him (and paid USD539 on Nov 6, 2013). And he said can be sent out the goods to me on Nov 6, 2013. But after I paid, he informed as so many parcels needed to be sent out, so only can sent out the parcel on next day morning (i.e Nov 7, 2013). But Nov 7, 2013 morning. He replied me as below:

today morning I ask my manager to give you the delivery at 7.00am,but there is a problem,my manager say that our minimum order is 1000 usd,but your order is 539usd so you need order 461 usd that we can delivery.
you know we are at a special discount time ,below the minimum order to give you the delivery,our company will at a loss,and if I send goods for you ,company will fine money from me
and what else do you need?

** I requested to cancel the order & asked them to refund the money to me. Otherwise, I will report to the police. He agreed to refund to me. But need 15 days & pay me back by Western Union.
