I have received an email reply from dallas craigs list seller by name Cassie Lance:

Sorry for the delay, I had a family emergency.
I'll have to send it from here. I have found a company called Collect Plus that will deliver the iphone to you in the US and allow you to check the iphone before I receive the payment. You will be in control of your money and I will be in control of my iphone.
I will use 5 day delivery and I will take care of the shipping fee.
Please have a look at their procedure and we will go from there.

They have used a lady name Cassie so that people don't get doubt so easily and intentionally delayed the reply giving family emergency reason which I believed. I got doubt looking at the mode of payment as wesetern union instead of paypal or credit card,but didn't give it much attention as I was in bit hurry.
