International boundaries

Verizon (land line and internet): After repeated requests, over a period of 3 years to remove any and all charges for unnecessary charges for products or services I did not explicitly order I discovered on Oct. 19, 2011 that I had been scammed on a service ambiguously billed as "Security and Backup Bundle/25 GB," billed to me without any specific permission (for this optional and unnecessary service) as of Nov. 4. Verizon employee Mr. Hernandez (giving me the phone no. (914) 422-5322) committed to issue a $323.64 credit on Oct. 19 to compensate me for being charged for a service never ordered, never used, never described and never accessed by me voluntarily. On Nov. 2 I discovered the credit had not been issued. A different Verizon employee, Ms. Riano, whom I talked to on Nov. 2, 2011 (since Hernandez has no voice mail and does not answer his phone) told me she disagreed with Hernandez' decision and was unwilling to assist me in insuring me that Mr. Hernandez's commitment be kept. I subsequently spent over 2 hours on hold waiting for various employees, none of whom were capable of dealing with the issue. Additionally, a commitment was made to have a manager, Ms. Bea, call me at 6:45 PM on Nov. 2, 2011 to assist me. This commitment was not kept. My phone will apparently soon be disconnected (but no employee was capable of providing me with a disconnection date) due to the multiple instances of scamming and false claims and wasting many hours of my time. I believe there may be multiple instances of criminal activity in this case.
