So sorry, I have contacted the banking commission for the state of Delaware and the attorney general in my state. Go to the BBB for Delaware and they have the information. It just takes a few minutes to outline what is happening and give them the yellowpages address and phone that come up on the Google search. It does have a phone number where you can leave a message.(302) 526-4412.

I received this response from the Delaware Banking Commission:
Ms. Fry:
Thank you for your message. The company known as Williams On Line Credit is not a Delaware licensee, and in fact, is not located in Delaware, nor does it operate under Delaware laws. The Greentree address is simply a "mail drop" - a UPS store. We have no record of the company.
Since the company does not appear to be a legitimate lender we will forward your message to our Dept of Justice, Consumer Protection area, and to the authorities in the State of California. You should also contact the consumer protection authorities in Oregon. It is more likely action will be taken in the company's home state or in the state of residence of a victimized consumer. This office does not have jurisdiction since the company is not a legitimate, Delaware licensed lender. Thank you for letting us know about this.
