I paid www.iphone-unlockme.com $19.99 + tax for this on 12/17/2011. Their website says that the iPhone 4 with iOS 4.3.5 can be unlocked in 10-15 days by having them process the phone's IMEI and syncing with iTunes. The website claimed that they would send an email after 10-15 days confirming that the phone's IMEI has been processed. After paying, there was no email even a month later. The phone doesn't get unlocked when synced with iTunes.
