International boundaries

All of the sudden, the PC in our house stopped working. Our house phone rang and somebody from India asked my husband if he had problems with the computer. My trustful husband did not even ask the guy how he had known that his PC was not working or how he got our house phone number. Any how to make it short, the guy from India was on the phone with my husband for 20 minutes trying to fix the computer. He asked for $250.00. My husband said he would pay him $100.00. The guy accepted and charged our credit card. Not to mention how my husband trusted to give his credit card number to a guy from India on the phone. When I came home from work my husband told me the story. I immediately canceled the credit card. Today I found out that the KBK INFOTECH KOLKATA IND has charged twice to our credit card. Each time $100.00.
I would like to know how these people find out if your computer is not working. Do they send virus to your computer? How do they find your phone number.
